Senior Associate Profile

BDB Law is staffed with accountant-lawyers and economist-lawyers who are well-versed in taxation, incentives and corporate services. They are competent in providing tax and corporate advisory services to our multi-sectoral clients and in assisting them as they work to achieve complex legal, business and financial goals.

They are equipped with extensive training and experience in handling tax controversies and have represented clients before administrative bodies such as: the Bureau of Internal Revenue (BIR), the different local government units (LGUs), the Securities and Exchange Commission (SEC), the Board of Investments (BOI) and the Philippine Economic Zone Authority (PEZA). They have likewise practiced before Philippine Courts such as the Regional Trial Court (RTC), the Court of Tax Appeals(CTA), and the Supreme Court (SC), representing clients on various tax concerns.

Roland T. DevesaROLANDO T. DEVESA

Roland is a CPA-lawyer with extensive experience in representing clients in cases involving tax investigations and deficiency tax assessments before the Bureau of Internal Revenue and the Court of Tax Appeals. The considerable number of compliance reports, professional tax advisory opinions, studies and alerts that he has prepared manifests his comprehensive knowledge, not only of tax laws and treaties, but of corporate and administrative laws as well. Aside from this, he is also an expert in corporate registration with the different government agencies like the Securities and Exchange Commission, Philippine Export Zone Authority (PEZA), and the Board of Investments (BOI).

Roland was a former Senior Legal Associate at the Bernaldo Mirador Law Offices, and became an Associate Instructor at the Far Eastern University while being the Clerk of Court of the Regional Trial Court. He also served as a Supervision and Examination Specialist at the Bangko Sentral ng Pilipinas and as a Research Analyst at the Philippine National Bank.

He obtained his bachelor’s degree in accounting from the Pamantasan ng Lungsod ng Maynila and his law degree from the San Sebastian College-Recoletos Manila.

Irwin joined BDB Law prior to the release of the 2003 Bar Examinations. He has extensive experience in rendering and reviewing tax and corporate opinions, assisting clients in corporate restructuring, mergers and acquisitions, securing tax treaty relief and rulings, customs laws, and transfer pricing.

He represents clients in tax assessment and refund cases before the Bureau of Internal Revenue, Court of Tax Appeals, and the Supreme Court. He also assists to clients in matters concerning the registration, incorporation, dissolution and compliance with different government agencies such as the Securities and Exchange Commission and the Philippine Economic Zone Authority. He previously worked as an associate at the Roco Kapunan Migallos Perez & Luna Law Offices where he was exposed to Corporate Law, Intellectual Property, and Litigation. A consistent recipient of awards and achievements, he earned his degree in Economics as well as his Juris Doctor from the Ateneo de Manila University.

Roy N. RelatoROY N. RELATO

Roy is a CPA-lawyer with a broad understanding of, and familiarity with, performing tax advocacy work regarding controversies involving disputed tax assessments and claims for refunds or tax credits. He has rendered opinions in the areas of tax minimization strategies, corporate restructuring, joint ventures, cross border-mergers and acquisitions, tax treaties and incentives, investment laws, local government taxation, customs controversies, documentation and procedure, and compliance with administrative requirements. He is well-versed in transfer pricing.

A former associate at the Quisumbing Torres Law Office, he likewise served as an Instructor in Taxation at the College of Saint Benilde, a Legal Researcher at the ESS Manufacturing Company/Information Analyst Corp, and an auditor at one of the country’s biggest accounting firms. He obtained his degrees in Accountancy and Law from the San Beda College.

Conrad P. CerenoCONRAD P. CERENO

Conrad started his legal career as a trial lawyer with D.A. Terejo and Amoranto Law Offices, a law firm that specializes in labor relations law, corporate and business, as well as intellectual property law. Being a CPA-lawyer, he joined BDB Law to practice taxation and handle tax assessment and refund cases, both at the administrative and judicial level. He has represented several multinational companies in their application for registration and corporate dissolution with the SEC, PEZA, the BIR and other government agencies. His background in law and accounting has helped develop his skills at preparing legal and tax opinions and requests for BIR rulings.

Before attending law school, Conrad worked as an auditor at one of the country’s largest accounting firms.

Conrad earned his degree in accountancy from the University of Santo Tomas and his law degree from the San Beda College.

Pamela P. PaladPAMELA P. PALAD

Pammy was admitted to the Philippine Bar in 2006. She has a bachelor’s degree in Business Economics, cum laude, from the University of the Philippines-Diliman and a law degree from the San Beda College. She is a member of The International Honor Society of Phi Kappa Phi and of the Pi Gamma Mu International Honor Society in Social Science.

She previously worked as an associate at the Chato Vinzons-Chato Law Offices, where she practiced tax, corporate, labor, civil, and criminal law. She has represented clients before the regular courts, the BIR, the SEC, and other administrative and quasi-judicial agencies.

Apart from regularly advising clients on regulatory and licensing requirements, she also handles corporate compliance, registration, tax cases, and transfer pricing.

Kristine S. Casa-SiervoKRISTINE S. CASA-SIERVO

Kristine has been in the tax law practice since 1999 and has gained significant experience in handling taxation concerns for companies in various industries such as banking and finance, trading, service and technology, real estate as well as in various non-stock, non-profit organizations. Prior to joining BDB law, Kristine worked as an Associate in a law firm where she specialized in corporate, labor and immigration law.

Kristine obtained her law degree from San Beda College and her bachelor’s degree in biology from the University of Sto. Tomas.

Oliver Gil M. BeltranOLIVER GIL M. BELTRAN

After his admission to the Philippine Bar in 2005, Oliver became an associate lawyer at the De Borja Lamorena & Duano Law Offices, where he had considerable experience in litigation. He handled criminal, civil, labor, corporate, transportation and intellectual property cases and acted as an election lawyer during the 2007 National Elections. He represented clients before Philippine Courts and other government agencies like the National Labor Relations Commission, the SEC, the BIR and the National Housing Authority.

Oliver received his bachelor’s degree in Economics from the University of Santo Tomas, where he also obtained his law degree from the university’s Faculty of Civil Law.

Jean Ross L. AbenasaJEAN ROSS L. ABENASA

Jean is currently a senior handling tax and corporate cases, compliance and registration.

After her admission to the Philippine Bar in 2007, she immediately worked as an associate lawyer at the Lu Asuncion Gaza and Mamangun Law Offices where she gained experience in litigation, while handling civil, criminal and corporate cases. Prior to that, she worked as a Legal Researcher/Writer at the Court of Appeals and the BIR. She acted as an election lawyer during the 2007 National Elections.

She obtained her degrees in Legal Management and Law from the University of Santo Tomas.

Benedicta Du-BaladadSHERYL ANN D. TIZON

Sheryl was admitted to the Philippine Bar in 2008 after placing placing 7th over-all the 2007 Bar Examinations. She started her legal career as a Junior Associate in Villaraza Cruz Marcelo and Angangco Law Offices where she was tasked to draft legal opinions addressing queries sent by clients concerning corporate, tax, civil and labor laws. Sheryl also had experience in conducting legal due diligence and doing contract reviews for corporate clients. Sheryl obtained her Bachelor of Law degree from the College of Law of the University of the Philippines with recognition for Academic Excellence, being one of the Top Ten of the 2007 graduating batch, and being a consistent member of the Order of the Purple Feather.

As part of the UP College of Law Curriculum, she underwent a year of internship at the UP Office of Legal Aid (OLA). She was also an intern and paralegal volunteer at the International Justice Mission (IJM). Thus, she had early experience in drafting pleadings, motions and other papers for filing in court, as well as representing court trials and proceedings. Sheryl also has a degree in BA Philosophy from the College of Social Sciences and Philosophy of the University of the Philippines, finishing the course in three years and graduating Magna Cum Laude in 2003.

Maria Noeli V. FranciscoMARIA NOELI V. FRANCISCO

Noeli was admitted to the Philippine Bar in 2007. After passing the Bar, she worked as an associate in Tan Venturanza Valdez and was tasked to handle corporate cases involving corporate housekeeping, drafting of opinions, contract reviews, and due diligence. Thereafter, she worked as a legal officer in the Office for Transportation Security - DOTC where she was responsiblefor drafting legal opinions pertaining to the security of all modes of transportation in the Philippines (aviation, maritime, road and rail, etc.) and litigation of violations of any Transportation Security Regulations. She also participated in several senate and congressional hearings in relation to the passage of the Philippine Transportation Security Authority Act.

Prior to attending law school, Noeli worked as a research analyst in Thomson Financial (now Thomson-Reuters). She finished law from San Beda College ranking 12th in the graduating class of 2006. She obtained her degree in Bachelor of Science in Commerce major in Economics from the University of Santo Tomas in 2000, cum laude, and was the recipient of the Orbos Award for Academic Excellence.

Nerissa was admitted to the Philippine Bar in 2008. She started her legal career as a Legal Assistant, later as a Junior Associate, with Jimenez Gonzales Liwanag Bello Valdez Caluya and Fernandez Law Office where she handled immigration, tax and corporate cases. She also has experience in corporate secretaryship, corporate due diligence and registrations with various government agencies. Nerissa obtained her Bachelor of Law degree from the College of Law of the University of the Philippines, graduating 18th in the class of 2007. As part of the UP College of Law Curriculum, she underwent a year of internship at the UP Office of Legal Aid (OLA) handling mostly criminal and labor cases. She was also a paralegal volunteeer with the International Justice Mission where she handled intervention cases for children in conflict with the law.

Nerissa is also a Certified Public Accountant, having passed the CPA Board exam in 2002, and prior to starting law school worked as a junior staff in the Tax Compliance Group of Punongbayan & Araullo. She has an undergraduate degree in Business Administration and Accountancy from the UP College of Business Administration.
